REPORT ON THE DISTRICT COUNCIL MEETING 10/03/2010 17 March 2010 Attended by Secretary Brian and Treasurer Colin Stanfield. On a vote, the Roll Call of Clubs at District meetings has been abolished. The support for the Haiti disaster has been outstanding with RIBI estimated to have provided £45,000. The "Thanks for Life End Polio Now" collection at 9 Tesco Stores in our District is believed to have raised approximately £5,5000. The money collected should be sent to the District Treasurer by the end of the month.(With the help of Cambuslang and Dennistoun we contributed £1000) RIBI in total had raised to date £1.9 million and the "Thanks for Life End Polio Now" campaign is to continue until the end of the current Rotary year. The sale by the Glasgow Club of Baxter Bears in support of this project is being pushed. Any club sales would be credited to the individual Club’s Polio account. While there had been a fair amount of local publicity as a result of this campaign the lack of national publicity was greatly regretted. District Governor Andy Slater thanked all for their support. It was announced that a new Interact Club would be chartered in Renfrew on 30/03/2010 The closing date for reduced registration for the RI Convention in Montreal 20/06/2010 is 31/03/2010. The motto for next Rotary year is "Building Communities Bridging Continents" The Handover to the new RIBI President, our own Jim Moulson, will be combined with the handover of the District Governorship from Andy Slater to Ian Mills at a lunch in the Glynhills hotel on 04/07/2010. The District Conference will be held at Crieff Hydro 29-31/10/2010. The entire hotel has been reserved for Rotary and booking forms are now with President Elect Eddie. A questionnaire has been issued seeking information as to the arrangements for next year’s Conference in 2011. Since this should be Barry Toshner’s year any views should be passed to him. Items for the May / Sep District magazine are being sought. The deadline for registration for the RIIBI Conference in Bournemouth is being extended to the end of March. From next year the RIBI directory will only be available on line. It is still hoped to produce a printed copy of next year’s District Directory and input of details for this are required as soon as available after the committee chairs etc have been agreed at Club Assemblies. The District Treasurer reported that all District subscriptions have now been received, but some Clubs have still to submit the required Accounts Certification Certificate, The District Budget for 2010 / 2011 was approved on the basis of no increase in the District subscription of £19.00 per member. District Community Service chairman Jim Ross mad a plea for Clubs to support the Rotary Business Challenge project. Bob MacDonald of the Dennistoun Club has details. District International Service Chairman Ian Dickson thanked all Clubs for their magnificent support for aid for the Haiti disaster and reminded us that the Shelterbox trailer was available for publicity at Rotary events. Rutherglen Landimeer Day) Foundation Chairman Jim Morton reported that our Group Study Exchange Team was now in New Zealand and the incoming team from Japan would be arriving in our District in Sept / Oct. Two Ambassadorial Students were currently in District and could be available to speak to Clubs. We were reminded that Foundation is our charity and encouraged to persuade Rotarians to become Sustaining Members. In our District we had sold 140 Foundation calendars this year helping fund Foundation. All funds for District Simplified Grants have been used up this year but applications for next year could be considered. A seminar is to be held on 6 or 13/06/2010 for incoming Club Foundation chairs. Youth Opportunities Chair Ian Shaw reported on the success of the Euroscola programme this year. AOCB The District final of the Primary Schools Quiz will be held in Clydebank on 03/04/2010 We are encouraged to support the District Competition for a young Photographer next year. The District Rotaract Clubs are holding a Charity Concert in April and are also organising a Swap Shop. Details from Susan Andrews at 0141 581 5054. The RIBI pilot recruitment effort had not been a great success in our District and other means must be sought to improve recruitment. We had an impressive presentation on the "Homeless World Cup" football project and have been offered a speaker to explain this charity project. The Chairwoman of our District Inner Wheel gave an impressive address to the meeting stressing the need to encourage co operation between our two branches of the Rotary family. Our own District Governor Nomine Roberta Gaitan was presented with a Rotary International Presidential Citation. The plan by District 1210 for a Rotary Sponsored Run from John o Groats to Lands End and seeking help from our District to organise the leg through our territory was deemed to be too complex to organise in the time available, had potential insurance problems and would require approval and major liaison with the various Police Force areas. It should in fact be nationally organised by RIBI and was to be referred to them.. The Presidents Elect Training Seminar (PETS) meeting would be held at Erskine Bridge Hotel on 23/03/2010 The next District meeting will be the District Assembly at the Erskine Bridge Hotel on 19/05/2010 at 6.30pm .All incoming Club Officers and Committee Chairs should be encouraged to attend. BRIEF REPORT ON THE DISTRICT COUNCIL MEETING 11/11/2009 16 November 2009 Attended by Secretary Brian. We are advised that 20 Tesco stores in Scotland will be allowing Rotary Clubs to make collections on Saturday 27/02/2010 for the End Polio Now Campaign as part of the Thanks for Life Project and to meet the Bill and Melinda Gates Challenge to raise funds for Polio eradication. Global progress on this project can be seen at www.rotary.org. Some Sainsbury stores may also be participating with available dates of 13 or 20/02/2009. We will be advised in due course which stores are co operating but until then no approach must be made to any store. RI funds are providing a number of A2 sized posters for each Club to display in their area on Rotary Day 23/02/2009 Clubs are asked to support this initiative by displaying these posters and perhaps by involving their local newspapers. Their were 300+ attendees at the recent most successful District Conference. 297 Rotarians and partners 10 Group Study Exchange and Ambassadorial Students and 8 Rotaractors. 22 Rotary International Presidential Citations have been issued this year 3 in Europe and 1 of these to Roberta Gaitan District Governor Nominee for our District. District Governor Elect Ian Mills of the Allander Club announced that the next District Conference will be held in Crieff Hydro in October 2010 and a questionnaire is coming out seeking guidance on what we want of a District Conference. The District Governor handover dinner on 4th July 2010 is being combined with the installation of Jim Moulson’s as President of RIBI The District Treasurer is chasing the payment of half yearly District subscriptions the deadline for submission being 10th February 2010. The new RIBI form issued to Clubs should be returned either to him or submitted electronically. He ha a new e-mail address. bobbcopleton@hotmail.com. Nina Copland the District Membership Services Officer reported that RIBI had authorized £33k to be spent in the Central Scotland area for a major recruitment campaign starting at the end of January. Community Service:- The Shelterbox display trailer is still available and can be collected by any one with a tow bar. The District Rotary Business Challenge event is to be held at Toward Castle By Dunoon on 7-9 May 2010. The final date for orders for Dictionaries 4 Life is now 31/12/2009. International:- The GSE team lead by Alex Blair of Ardrossan & Saltcoats., going out to New Zealand District 9940 next year were introduced. Lindsay Eddleston sponsored by Bothwell and Uddingston, Lesley McLellan sponsored by Queens Park, Neil McDougal sponsored by Kirkintilloch and Marie Gannon sponsored by Kelvin There were 20 applicants for the 4 places and obviously our candidate Siobhan Mcfadden was unsuccessful. RI have advised due to the world economic downturn their budget for grants this year has all been used up which is possibly the reason our joint project with Rutherglen Australia, in Rwanda has failed to materialize. Their have been 23 applications for only 15 or 16 Euroscola places indicating the great support for this project. (Two of these applications are from our Club) The choice of those to go will be decided as soon as possible and they depart from Prestwick for Strasburg on 20/02/2010 returning on 24/02/2010. One Ambassadorial Scholar Mark Kelly, sponsored by the Charing Cross Club, has been chosen to be supported by District this year and the incoming scholar from the US, Autumn Hicks is now in District and available to speak to Clubs by arrangement with her councilor John Aitken (Hunterston) We received a presentation on the Leonard Cheshire Schools4All in Africa project which the District has supported to the tune of some £18k AOCB:- The District Governor Nominee for the 2012 / 2013 year was declared as Alex Blair Ardrossan & Saltcoats. Nominations are being sought for 5 incoming Assistant District Governors plus a Secretary and Treasurer for the year 2010 /2011. The Rotary Clubs of Blantyre and Glasgow Shawlands have Closed down. The District Health & Safety Officer advised a new e-mail address rghorrel@talktalk.net. We were reminded that any of the Rotaract Clubs in the District were more than willing to help clubs with projects and were available to speak to Clubs. BRIEF REPORT ON THE DISTRICT COUNCIL MEETING 12/08/20098 Attended by President Andy and Secretary Brian. We received a District Governor’s Citation for being the third highest contributor in District to the fund that Rotary International are creating to meet the Bill & Melinda Gates Challenge to Rotary to match their $100,000 donation for the elimination of Polio. 22 Clubs in District have contributed. The Maggies concert raised in excess of £4000 The golf competition for the Sheila Hughes memorial trophy will be held at Glynhills on 20/09/2009. There is a new form for the return of Rotary Foundation contributions from Clubs. A leader is still being sought for the Group Study Exchange team going out next year to Wellington New Zealand nominations are required by the end of August. Similarly nominations are sought by 11/09/2009 for prospective members of this team. We are recommended to have a look at the "Final Inch" DVD on the RIBI Web Site. http://www.hbo.com/docs/programs/thefinalinch/video.html Clubs are asked to encourage their members to become Sustaining members of Rotary Foundation. District is looking for a volunteer to take over the duties of a Grants Officer. District Simplified Grants are still available to Clubs. Clubs are encouraged to push the sale of Foundation Christmas Calendars. An American and a Japanese Ambassadorial Student are in District and available, through their councillors, to speak to Clubs. Paul Harris Awards can now only be made through Rotary International and an additional charge will now be made for the inclusion of a Medallion and Badge. There is to be a membership recruitment seminar held by District at Stirling University 05/09/2009 Vocational are pressing Clubs to become involved in providing entrants for the District finals of Youth Speaks, Young Musician, Young Photographer and Young Chef. Rules for these competitions are on the RIBI Web Site. District is also repeating the final of a Primary School team Quiz. This will be held at Clydebank Town Hall on 03/06/2010. Entries for Euroscholar are required by 31/10/2009 complete with the required essay in French and the pupil’s school’s recommendation. We were reminded that the Shelter Box trailer, complete with tent and other equipment, is available for use at Club displays or events. Support is encouraged for the District Conference in Glasgow 02-04/10/2009. Detail including registration costs is on the District Web Site. Support is being encouraged for the world wide "Rotary Day" event on 23/02/2010 to publicise Rotary. We are all asked to consider supporting the RI Convention in Montreal 20-23/06/2010. Support is also being sought for the District Governor’s handover Dinner 30/06/2010 Support is also being sought for the Wishaw Handicapped Games in August 2010 Rotaract Clubs in District are looking for support for a West Highland Way Sponsored Walk plus a Sponsored Cycle round the Cunbrae on 20/09/2009 followed by a Barbeque. BRIEF REPORT ON THE DISTRICT COUNCIL MEETING 11/03/20098 13 March 2009 Attended by President Bill, Treasurer Colin, PP George Alston and Secretary Brian. District Governor Catherine Stewart opened the meeting by commending our Communications and Marketing team for the great job they had done in having Rotary’s "End Polio Now" projected on to three buildings in our area out of eight world wide, providing great publicity for Rotary’s effort. Our own Bob Tomlinson had now been appointed as Deputy Head for RI publicity next year. District Governor Elect Andy Slater advised that he had set dates for his Club visits next year and asked for confirmation that these were suitable. He also advised that a we were expecting a Group Study Exchange team from New Zealand to arrive in our District on 6 September with our return team going out Feb 2010 Arrangements for next year’s District Conference at the Crowne Plaza hotel in Glasgow are well advanced with Sir Tom Farmer booked as a principal speaker. The District Governor Handover Dinner will be on 26th June 2009 and attendance encouraged. We were then introduced to the Group Study Exchange team going out from our District to Calgary, Canada. Four very impressive ambassadors who gave an excellent presentation. On behalf of PDG Drew Hughes a report was given highlighting the "Full Circle Polio" photographic exhibition being held, at no cost to Rotary, in the Mitchell Library. We are also continuing to host a group of Rwandan students. District Secretary John Waddell reminded us that the resolutions to be voted on at the RIBI Conference in Edinburgh should be discussed by our Councils and guidance given to our delegates on how to vote. Particularly those on the proposed £2.75 Affiliation fee being added to RIBI subscriptions and the reduction from a 10 day to a 7 day notice to speed up the introduction of new members. District Treasurer Bob Copelton advised that we were still solvent although it was at this point in the Rotary year when all subs were in and outgoing expenditure was just starting to bite. Conference costs were increasing also the £ $ disparity was increasing the cost of our GSE.. The budget for the coming year had been circulated and on the basis that District subs were being held at the same level for the third year this was approved. No volunteer having come forward, Bob was authorised to seek the appointment of a suitable examiner for the District accounts. Membership. Nina Copeland encouraged us all to MGM Member Get Member and Identify, Invite and Involve. We were also advised not to hold back new memberships till the new year. New members joining now did not have to be included in our percapita payments till next year. We were also advised of the creation of a new club in the Bearsden area. Additionally the Rotaract Club of Renfrew were holding their Charter dinner on 16t April and support was encouraged. Youth Opportunities. The success of the Young Chef competition was noted and Arran were the winners of the Junior District Youth Speaks competition and St Aloysius the Senior competition. They would now both go forward to the RIBI finals at Cheddar on 18th April. The Euroscholar project had been well supported with 15 youngsters from our District going to Strasburg. There was to be a Quiz for Primary 7 pupils in Clydebank Town Hall on 6th June and support was requested. Foundation. Jim Morton advised us of the Bill & Melinda Gates Foundation Challenge in which a donation of $355 million would be given to Rotary’s Polio Eradication programme if we matched this by raising $200 million by 30th June 2012. This meant raising approximately $2000 per Club. International. Bob Ross spoke about the RIBI preferred "Leonard Cheshire Disability" project and the Africa Schools for All initiative and commended these to us for consideration. Our District had been commended for the supply of 50 Shelter boxes but more were always required. A Shelterbox was available for display at any Club’s fund raising events. (Landimer Day Book Sale?) Bob also had available DVDs for display to Clubs and would be happy to speak to any Club. Vocational / Community Committee. The Dictionaries for Life project was on going and the 2000 copies on order should be delivered by the end of May. Burns bookmarks were still available and 680 had been sold already in support of the Polio plus campaign. It was planned to hold a "Lets Hear it for Maggie’s" concert by the Brian Laurie Accordion Show Band in the Ice Arena at Braehead on Saturday 16th May. REPORT ON THE DISTRICT COUNCIL MEETING 13/08/2008 16 August 2008 Attended by Secretary Brian Cole-Hamilton. District Governor Catherine Stewart opened the meeting by announcing that our District had received three Rotary International Presidential awards for publicity. First Bob Tomlinson’s effort to display "End Polio Now" on the UK Parliament building on Founders day 23/02/2008. Then an award for our Polio Plus effort at the District Golf Record attempt and finally an award to the Ayr Club for their Coastal Path DVD. She advised that she had now officiated at the Wishaw Handicapped Games and visited 26 of the 56 Clubs in the District and gave a slide show of these visits. She also announced that there were strong possibilities that the Ayr, Largs and Renfrew Clubs would manage to create Rotaract Clubs by the year end. District Governor Elect Andy Slater thanked the District for the best support ever at the DG handover dinner. Some 213 attended and a small profit for the PR budget was made. A Group Study Exchange was being arranged with district 9940 in New Zealand and candidates and a Rotarian mentor were being sought. Any Club with candidates or a Rotarian willing to accompany this GSE should let him know as soon as possible. Venues for the 2009 Conference were being examined and guidance prepared for Clubs regarding the imminent essential changes involved in the adoption of the RI Club Leadership Plan. A District IT specialist was being sought since he had to give up this role.
Past District Governor Drew Hughes expressed his sincere thanks for the support he had received during his year and especially over the last few months with the terminal illness of his wife Sheila. His project of a Golf World record although failing to beat the record, none the less raised £5000 for Polio Plus. He had been pleased to issue 11 Presidential Citations to Clubs throughout the year but reminded us that details of suitable Club projects had to be fed to the DG so that these could be recognised. The District project of hosting Rwandan scholars continued successfully and his target for this year, was the creation of 2 new Clubs in our District. Finally he praised our support for the Maggies Cancer Care project and was sure that this would continue and grow, during this coming year, particularly now that we had united the campaign with the Glasgow Herald. This lead to the introduction of Jeannette Harkess, deputy editor of the Herald, who gave a most inspiring address encouraging our Clubs and individuals to join the "Friends of Maggies" by pledging regular funding to this most worth while cause.
District Secretary John Waddell advised that if any Club wished to raise any matter at the 2010 Council on Legislation (Which was the only time every 4 years that changes to our Constitution and By Laws could be made) these must be communicated to our representative, Jim Moulson by mid November. Work was progressing in preparing guidance for Clubs concerning the compulsory implementation of the RI Club Leadership Plan. Advice was also being prepared for Club Secretaries regarding the registration of all Rotarians with the RI database and thus the provision of their individual Identity Numbers. These would become increasingly essential and the first sign of this was that registration for the RI Convention at Birmingham next year could only be made by Rotarians with this ID number. Despite the best of efforts, the system of inputting Club Directory information on the District Web Site had not worked as well as hoped. As a result there were now several amendments required and a number of anomalies, particularly in the comparison of the numbers in Clubs compared with our Treasurer’s record of those paying membership. District Treasurer Bob Copelton advised that we were still solvent however only 32 of our 56 Clubs had paid their subscriptions by the deadline of 10th August 2008. A list of those Clubs still to pay was read out. The draft accounts to 30th June 2008 were almost finalised and would be presented at our November District meeting. Bob mad a plea for all Clubs to advise him of all the charitable donations they made so that a more accurate picture of the marvellous support that we actually provide for charity, could be ascertained and duly publicised. Jim Moulson our future RIBI President sought maximum possible support for what should be the premier Rotary event of next year. The 100th Rotary International Convention to be held in Birmingham England between the 21 and 24th June 2009. A DVD publicising this event would be coming out to Clubs shortly. Registration using the new personal ID Number should be made by 15th December 2008 otherwise the $280 registration fee will increase sharply. Coupled with this Convention was the "Scottish Home Coming Initiative" by the Scottish Government, encouraging ex pat Scots and others to visit our country next year and he hoped that Rotary would provide support for this. Jim also advised that candidates for this year’s GSE to Canada were still being sought as were councillors for the 4 Ambassadorial Students who would be arriving in our District shortly. Finally he encouraged us to make use of the District Simplified grants to help fund our projects. Forms were available on the RIBI web site. Bob Ross for the District International committee requested support for Water Aid schemes like Life Straws and Aquabox 30, plus the new RIBI preferred "Leonard Cheshire Disability" project The Vocational / Community Committee reported that the Euro Scholar programme was still operational and worthy of support. Contact Jim Ross. Also the "Dictionaries for Life" programme was on going and if any Club wished to support this, dictionaries for delivery in May 2009 would have to be ordered by 31st December 2008. This project could be supported by a District Simplified grant. The Business Challenge project would be held 12-14th September 2008. Details from the Dennistoun Club. Attention was drawn to the appeal from RIBI for help with the purchase of Buggies at the National War Memorial site. Leaflets had been provided in this evenings hand out pack.
AOCB. The Dumbarton Club were commended for their efforts with Youth Exchange this year. A Photographic display entitled "Rotary and Polio" was being put on in Geneva, London, Birmingham and possibly also coming to Glasgow. This was recommended as well worth looking out for. Delegates were reminded that assistance with recruitment was available from District and encouraged. Arrangements for our Conference in Perth 3-5th October 2008 were going well and 3 of the designated hotels were now fully booked with a 4th filling rapidly. Finally if any one had requests or constructive suggestions for changes to the format of these District meetings would they please forward these through Secretary John Waddell.

After the usual time wasting Roll Call of Clubs District Governor Drew Hughes opened the meeting with personal thanks for all the support he had received this year so far. He sought and received promises of support for a Guinness World record attempt by having the greatest number of Golfers playing a medal round on one course in a 24 hour period. The record presently stands at 623 and we hope to attract over 650 Rotarians to play over the Dundonald Links. Funds raised would be for the "End Polio Now" campaign. Golfers at £50 a head and sponsors for holes were being sought. We were reminded that there was still time to put forward entries for a RI Presidential Citation. Forms available on the RI web site and the deadline was 30th March 2008. Drew was pleased to note that a good number of Clubs from our District would be attending the RIBI Conference in Blackpool. It was hoped that our District would continue to support Cancer Care and also the Wishaw Handicapped Games.
Foundation:- Our Group Study Exchange team going out to District 9640 in Queensland Australia were introduced by their leader Ian McIntyre and gave an impressive demonstration of the presentation they would be using during their visit. Our incoming GSE team coming in September would be from District 5360 Calgary Canada and Clubs were asked to consider having them as speakers. Rose Folley had been selected as our outgoing Ambassadorial Student going to Queensland Australia. Treasurers were reminded to forward any Foundation funds to RIBI promptly and that many Clubs in our District were still falling short of the target of $100 per capita donations to Foundation. Also our District was still below the RIBI average for Foundation Sustaining members. We were advised that the Bill Gates Foundation were now going to support RI’s challenge for the eradication of Polio.
District Secretary :- John Waddell advised that two Clubs in District had still to submit their Form 6s, notifying their officers for the 2008-9 year and would therefore not now be included in the RIBI or RI directories. Our own District web site would shortly be ready to receive input of this data. Our District magazine "News at 1230" was about to be published but the editor Steve Malloy was as ever still looking for suitable articles. We were advised that the outcome of the election ballot for District Governor 2009-2010 had been won by Ian Mills. We were reminded of the importance of attendance at the District Assembly (7th May 2008) of as many as possible of Club committee Chairs and were asked to pre advise the attendance at this meeting so that appropriate arrangements for group meetings could be made.
Membership:- Ian Mills advised that against the trend our District showed a net gain of 40 members last year but a recount was now due. New recruitment was however still critical and attention was drawn to an article in the February "Rotary Today" magazine about women in Rotary. Attention was drawn to the success of the new Glasgow Rotaract Club and Rotaractor Heather Gemmell spoke about the Club’s activities including a charity fashion show to be held on Saturday 26th April in Drumchapel to raise funds for HIVAids victims. It was hoped to have some Rotary support for this and in turn the Rotaractors pledged help to Rotary for any of their projects. They would also be pleased to help any Rotary Club with the founding of a new Rotaract Club.
District Governor Elect Catherine Stewart placed an emphasis on training for incoming Committee Chairs and Deputies. Margery Brown was heading up a District training team to provide this training at the District Assembly, hence the pressure for all Chairs and Deputies to attend. It was also intended to hold a training seminar in August for newer Rotarians. Catherine had challenged the incoming Governors of our adjoining Districts to join her in the Breast Cancer Moon Walk on 14th June and this had been accepted on condition that Catherine took part in an abseil in Inverness in October in aid of a local Hospice. Finally she made a plea for support at the Handover Dinner in the Glynhills Hotel on 25th June.
District Treasurer Bob Copelton reported that all subscriptions had now been paid albeight some very late. Funds for 2007 Kilmun holidays had all now been paid to Clubs and bids for funding 2008 holidays were now open. The District budget for 2008-9 had been circulated and on the basis that this gave a District subscription of £19.00 per head, the same as last year, this was approved.
Communications Officer Bob Tomlinson reported that PR locally was much improved and Nationally was getting better, The Glasgow Herald and Maggie’s campaign partnership was developing well. RI and RIBI are most supportive. Remember we are part of a greater deal. Our priority policy is first the eradication of polio and then to advance the recognition and status of Rotary. Working together "Today is Good Tomorrow will be Better. Think Bigger and Positively.
International :- Bob Ross indicated his disappointment at only getting a 40% response from Clubs concerning International projects. He encouraged Clubs to get their local schools involved in Shelter Box projects and he commended Clubs to seek information and support from the various project web sites. An International Power Point Presentation was being prepared and would be available for Clubs shortly.
Towards Harmony with our Planet.:-. A presentation about this project was made by Alan Green of the Queenspark Club. They hoped this would get full support from District Clubs. It is advertised as an evening of Cutting Edge Information and Questions on harmony with our planet. It is to be held on Tuesday 11th November 2008 at Strathclyde University. Coupled with this event is a prize essay competition for Secondary School pupils. A fliers advertising this event are available and it is hoped that all clubs will promote the essay competition and support the seminar.
AOCB. It was announced that Past District Governor Jim Moulson had been accepted as the preferred candidate for President of RIBI 2010-2011. Support was encouraged for the next District Conference in Perth, 3 to 5th October 2008, advertised as a weekend of fun and fellowship. Attention was drawn to the Resolutions to be voted on at the RIBI Conference in Blackpool and the need for Clubs to be aware of the implications of these and to provide guidance to their delegates concerning the voting. These resolutions if passed will increase the pressure on Clubs to adopt the new "Club Leadership Plan" and although Clubs, as always, remain autonomous and can within certain parameters decide their own operational plan and committee structure, pressure is growing for us all to adopt this new plan and structure. Details of the resolutions and the Club Leadership plan are available on the RI and RIBI web sites and all Rotarians are urged to make themselves aware of these proposed changes to the structure of Rotary. To return to the Members only Start Page Click Here. REPORT ON THE DISTRICT COUNCIL MEETING 14/11/2007 District Meeting 11 14 Report.doc 30 November 2007 Attended by Secretary Brian only. Due to traffic and other delays I missed the beginning of the meeting and arrived in the midst of a presentation on a new Water Filtration Aid that RIBI are supporting. This consists of a tube containing filter elements which will allow safe drinkable water to be manually sucked up from a contaminated water source. They are priced at £2.50 each and more detail can be obtained from Bob Ross of the District International Committee from the Gryffe Valley Club. Shelter Boxes are also being pushed and leaflets are available from the same source. It was noted that PDG Jim Copeland had taken up the post of RIBI International Chairman. We were reminded that November is Rotary Foundation Month and asked to record this in some way Geraldine O’Donnel has resigned from the District Foundation Chair for personal reasons. Jim Morton of the Hunterston Club is taking over. There is continuing pressure to encourage Rotarians to become Foundation Sustaining members particularly since the current Dollar exchange rate means that this should cost a member less than a £1 per week to support Rotary’s own charity. Awards were presented to the clubs in District contributing most per
head to Foundation. These were The Group Study Exchange team going from our District March/April 2008 to District 9640 in New South Wales Australia had been selected and would be lead by Ian McIntire. We are expecting 6 incoming Ambassadorial Students to come to our District this year and we have one student going out plus an outgoing Peace Scholar. Incoming scholars are available to speak to Clubs by contacting John Aitken (Hunterston) or their Councillors. Details are available in the new "News at 1230" magazine. Some Councillors are still required. Volunteers please. We were again reminded of the availability from January 2008 of District Simplified grants for a wide range of projects. District has pledged Rotary help with the Commonwealth Games when they come to Glasgow in 2012. The new District Magazine "News at 1230" was praised and recommended for study. District Governor Drew Hughes asked to be provided with numbers and details of those going to the Blackpool Conference (11-13/04/2007) and also anyone going to the RI Convention in Los Angeles.(15-18/06/2008) Doug Weston the RI Zone 17 & 18 Membership Coordinator made an impassioned plea for clubs to recruit new members. Only by doing this could we provide the opportunity for "Ordinary people to do Extraordinary things" as Rotarians did. He suggested recruiting the widows of past members and suggested that recruitment presentations to works or similar groups were an effective way to get our message across to semi captive audiences. He also suggested that a useful avenue for the expansion of Rotary was the creation of Breakfast Clubs. We were reminded that up to date membership figures were required by District for the end of December. PDG Jim Molson requested any club that had not yet advised the appointment of a Club Protection Officer should do so now and add the detail to the District Web Site. (Our Protection Officer is PP George Alston and this is listed on the District Web Site) We were reminded that we now had in District an active Rotaract Club and they were willing and able to speak to clubs. They also advertised their St Andrews day concert at the Junction Bar in Queen Street. Tickets only £15 a head. Bob Tomlinson, District Communications Officer, advised that we would shortly be involved in publicity for a Major International Sporting Event. District made a request to be advised of statistics of giving from all Clubs so that an overall figure of the good work being done by Rotary was available. A questionnaire on this was being considered and would be sent to Clubs or included on the District Web Site. District also asked to be advised of what action Clubs were taking to celebrate Rotary Day on 28/02/2008. The District Treasurer presented his accounts already circulated to all Clubs. He advised that these showed that we were still solvent but due to our falling membership numbers, subscription income was down on that budgeted, This was offset by our Administration expenses being less than budget and reduced costs due to their being no Youth Rally or major School Quiz this year. District funds would be greatly helped by the prompt payment of annual subs. Some of those due by 1st July were not received until September. A plea was made for updated information regarding Club’s contributions to Rotary Foundation particularly those through the Gift Aid Scheme. Claims for intended Kilmun Holiday grants for 2008 should be submitted now. The new District News at 1230 should show that 22 of the district Clubs contributed to the recent Flood Disaster appeal and £8665.00 was contributed. The next District meeting will be on 12th March 2008 at the Erskine Bridge Hotel. NB These are my personal impressions of this very well attended and busy meeting and as such may not be comprehensive or guaranteed to be totally accurate. Secretary Brian. REPORT ON THE DISTRICT COUNCIL MEETING 15/08/2007 District Meeting 08 15 Report.doc Attended by President Elect Bill McIntosh Treasurer David Wilson and Secretary Brian. The new District Governor Drew Hughes opened by suggested that it would be most helpful if delegates to these District meetings wore their Name Badges. He then gave thanks for the support at the District Governor handover dinner and also thanked District for the support provided to the recent appeals for aid for the English Flood disasters. This was now being channelled into an RIBI fund and details were available on the District Web Site. http://www.rotary1230.org/ He also expressed his pleasure at the support from District for the Scottish Rotary Bowls championship held recently in Alloa. Although not strictly in our District, being so close, he asked District Clubs to consider supporting the Wishaw Disabled Games (18-19/08/2007) by such things as attending the event or providing transport for the disabled. He reported that to date he had already visited 37 of the District’s 56 Clubs and noted that the RIBI President Allan Jagger would be visiting the District 15-17/10/2007 and commended Clubs to attend one of the Clubs he would be addressing. Cambuslang is one of these. The District Treasurer Bob Copelton reported that the District was still
solvent but only 27 out of the 56 Clubs in District had paid their subscriptions
by the due date of 10/08/2007. The accounts to 30/06/2007 were now ready to go
to the auditors and would be available for the 14th November District
meeting. The District Secretary John Waddell noted that a number of clubs had still to
input details of their new Club Officers to the District Web Site and that since
this was where the information for the District Directory was obtained this was
still not ready for distribution. When finally ready Clubs would be asked to
collect these from a central location to avoid excessive postage costs. Next
year Clubs who fail to get their entries in on time will only have blank pages
published Ian Mills the District Membership Services Chairman gave the usual reminder
of the importance of continued efforts to recruit. He also noted that as usual,
District was having difficulty reconciling the reported numbers in Clubs with
the number of subscriptions paid. District Governor Elect Catherine Stewart looked forward to a great
Conference at Aviemore on the 28/09/2007 and noted that RIBI President Allan
Jagger would be attending. Robin Veitch district Youth Activities Chair asked Clubs to try and maintain and develop contacts with schools and to seek ways of supporting the demand for help to local youth. It was noted that the RIBI President as an ex Scouter was anxious that Rotary should support the Scouting movement in this their centenary year, possibly by increasing the membership of the (IFSR) International Fellowship of Scouting Rotarians. District Committee Reports. Group Study Exchange. The group of seven young business people from NSW
Australia being hosted by our District are due to arrive in September and we
have to find a team to return to NSW. We were given some prior information about the arrangements for our District Conference at Aviemore. The registration of our delegates has been acknowledged but bookings with the hotels will be sent to individuals by e-mail from the hotels. We were reminded that there is still a demand for Shelter Boxes, Aqua Boxes, Disaster Boxes and the Shoe Box scheme. The District Community / Vocational committee were about to publish a news letter and were stressing the need for Clubs to have active Environmental Officers. There will be details published re the Business Challenge in April and Life Information Centres which it is hoped will have Club’s support. It is also hoped that Clubs will continue their support of Cancer Care, Euro Scholar and the Health Hunger and Literacy campaigns. |
